Vision and mandate

Kabataan FIRST 2.0 is the main operational platform for the provincial development strategy. Mandated through an Executive Order and integrated into the Provincial Development Plan, it turns long-term policy goals into measurable outcomes for our communities.

Governance and accountability

Implementation is overseen at three levels:

  • Lead oversight The Provincial Development Council and the Provincial Planning and Development Office (PPDO).
  • Pillar leadership Designated lead provincial departments and partner agencies that drive day-to-day initiatives.
  • Monitoring and evaluation An independent M&E Committee that reviews quarterly progress and tracks indicators.

How we report progress

We hold ourselves accountable through the Kabataan FIRST 2.0 Results Matrix (2025–2027), measuring actual accomplishments against target milestones. Each governance theme is reported in four parts:

  • Implementation narratives Summaries of the key projects and activities carried out across the province.
  • Key performance indicators Progress compared against baseline values, current status and 2027 targets.
  • Challenges and constraints An open assessment of the internal and external factors affecting timelines and outcomes.
  • Action plans and strategies Targeted solutions to close performance gaps and reach the 2027 goals.
